Brazil’s federal power regulatory agency, Aneel, has ordered São Paulo state power company CESP to raise power production and the rate of water flow at its Jaguari hydroelectric facility, the regulator said. CESP and the state of São Paulo have been maintaining the water flow rate at the facility at 10 cubic meters per minute as part of an effort to conserve water during a drought, in disobedience of previous recommendations be the country’s national grid operator, ONS. ONS had recommended that the water flow rate be raised to at least 30 cubic meters per minute. Officials downstream of the Jaguari facility in Rio de Janeiro state have complained that the reduced water flow has harmed their own power production and water supply. The order comes just one day after São Paulo governor Geraldo Alckmin said he planned to maintain the low water flow rate to help boost water supply in the region. Aneel said that if Cesp continues to disobey the order, it could be subject to a fine of up to 2% of its annual revenues and suspension of its concession. The company has 15 days to respond to the order. The São Paulo water and power system serves some 22 million consumers.
